FFROA is a youth development program that takes individuals ages 13 to 18 and trains them in being a First Responder of all kinds.

Applicants start out as Recruits and earn their way to the annual Academy where they receive 2-4 state and federal certifications that will go with them for a lifetime. In addition, Recruits as well as Cadets earn rank based on time and efforts, including community service they put into the program.

FFROA holds a 100% sucess rate whether the Cadet turns 18 and goes into a First Responder Career or they enter into college for a higher education in a first responder career field.

About the Organization

  The organization trains, educates, and prepares youth ages 13 to 18 for careers in all areas of first response. (See agencies we partner with.) Our program is built on a hands-on learning model that allows youth to actively engage in realistic training environments while developing critical real-world skills.


The Youth Development Program is a proprietary, nationwide, community-based first responder training initiative designed to empower youth not only through their teenage years, but even beyond their 18th birthday. We provide structured guidance, mentorship, and practical experience that help young people confidently transition into adulthood and career pathways.


This program is specifically designed to increase a young person’s potential through positive, wholesome activities that emphasize:

About the Organization

Future First Responders of America (F.F.R.O.A.) is a nationwide nonprofit, premier youth organization dedicated to educating and training young people in all areas of first response.


Our youth thrive because they receive far more than career exposure. In addition to hands-on training in first responder disciplines, they are provided with mentorship, life skills development, leadership guidance, and a clear vision to successfully transition into young adulthood.


LEOCode4, the parent organization of F.F.R.O.A., serves as the sole funding source for the youth program. Through the dedication of its volunteers—who work strictly from donations, with 100% of proceeds directly supporting F.F.R.O.A.—the program is able to sustain units across the country and ensure that every recruit and cadet is equipped with the tools and resources necessary to successfully complete the year-round program.


Our entire focus is on youth development. By instilling essential skills and reinforcing the importance of becoming productive, responsible citizens, we help shape strong futures. Unit leaders emphasize integrity, commitment, teamwork, leadership, stewardship, and patriotism within a structured, first responder paramilitary-style environment. Youth are given clear expectations, meaningful responsibility, and the respect they earn through hard work and dedication.

Steps to Becoming a Future First Responder

ACADEMY GRADUATES TO CADET

APPLY TO BE A RECRUIT

 All prospective members begin by submitting an application to become a Recruit. Once the application process is reviewed and approved, the applicant is officially designated as a Recruit within the program.


As a Recruit, participants engage in structured training, hands-on exercises, and community service activities while demonstrating commitment, discipline, and readiness. This period serves as a probationary phase in which recruits learn foundational skills and are evaluated on performance, attitude, and dedication.


Upon successfully completing the probationary period, the Recruit is accepted into Academy.


Academy is a multi-day training experience designed to challenge participants physically, mentally, and academically. During this time, recruits are evaluated on leadership, teamwork, skill proficiency, integrity, and adherence to program standards.


Upon successful completion of Academy, the participant graduates and earns the rank of Cadet, becoming a full-fledged member of the program.

 During the probationary period, Recruits train alongside graduated Cadets, allowing them to learn directly from experienced members while becoming fully immersed in the program’s culture and expectations. 


This hands-on mentorship environment strengthens teamwork, confidence, and skill development.


Depending on the type of training offered and successfully completed, Recruits may have the opportunity to obtain certifications relevant to first responder disciplines.


All Recruits are provided with an official program shirt as well as any required equipment necessary to participate in training and activities.


The probationary period ranges from three months up to one year, depending on the individual Recruit’s level of participation, commitment, and demonstrated growth within the program.

 A full Cadet actively participates in a wide range of first responder–related training activities, exercises, and events. In addition to hands-on training, Cadets are required to complete ongoing community service, reinforcing the program’s commitment to civic responsibility and public service.


Cadets earn rank based on their dedication, participation, and time invested in both training and community service. Advancement is merit-based—the more consistently a Cadet engages, demonstrates leadership, and contributes to the program, the higher the rank they may achieve.


All Cadets graduate from the Academy with the understanding that participation is completed. 


Rank is achieved through continued commitment and performance; they may advance in rank depending in their commitment and participation levels during their time as a recruit. 

ADULT VOLUNTEERS

We need you!

Adult volunteers whether they are themselves First Responders or not are needed.


All training leadership are active or retired First Responder. However, those who poses a desire to help you in general are provided the opportunity to certify to help train or those that can do back office tasks such as fundraising, chaperons, etc.


Regardless of your status, we need volunteers to help our youth transition into adulthood. Your time is appreciate!!
